Since stronger data-protection rules arrived in Europe and elsewhere, many publishers have layered consent dialogs over pages or moved article content behind script-driven templates. That can stop automated tools that don’t run a site’s JavaScript from seeing anything but the overlay. “Publishers are protecting user data but also changing how content is delivered,” said Alex Chen, a web privacy consultant. “If a crawler won’t accept or run the consent mechanisms, it often won’t reach the article.”

The outcome matters for journalists, researchers and archivers who rely on automated extraction. When an article can’t be pulled, fact-checkers and libraries can’t preserve or examine it, and search engines may index only the banner text.
